RENEWED COMMITMENTS TO TACKLE CLIMATE CHANGE IN VIETNAM

Climate change is increasing the frequency and intensity of extreme weather events, including heavy rainfall and associated flooding - as in the historic and tourist town of Dien Bien Phu in northwestern Vietnam.

The project “Multi-disaster management in Nam Rom basin, Dien Bien province”, signed on the occasion of the visit of the Vietnamese Prime Minister H.E. Phạm Minh Chính to France, will contribute to improving the capacity of Dien Bien province to adapt to climate change, in particular to cope with the changes in the hydrological regime of the Nam Rom River - the main watercourse passing through the city of Dien Bien Phu - and the increase in the frequency and severity of floods. It will include the construction and operation of hydraulic structures along the river to reduce bank erosion and urban flooding.

It is financed with a 24.65 million euro loan from AFD for infrastructure development and a 1.5 million euro grant from the European Union through the Water and Natural Resources Management Facility (WARM) for technical assistance.

VIETNAM: ENHANCING CLIMATE RESILIENCE THROUGH BETTER WATER MANAGEMENT

Training workshops in urban development and resilience were held in Bac Kan in early April, 2021 with an eye to designing sustainable and integrated water management project in Vietnam. With a preparation study implemented by the Cities Development Initiative for Asia (CDIA) the project will receive AFD loan for infrastructure investment, and grant for capacity development from the European Union.

Due to its hilly terrain and the encroachment on riverbeds and streams, Bac Kan is vulnerable to landslides and flash floods. To help the city address these problems, AFD and the Vietnamese Government have come up with the project that aim to improve urban development and climate resilience. Now at their preparation stage, the project takes an integrated approach to the design of infrastructure, taking into consideration environmental, social and economic factors.

In addition to promoting an integrated approach, the project aims to improve awareness of resilience and climate change among provincial and city officials, to help them better understand and apply integrated practices in urban planning. This component, funded by the EU through the WARM Facility, can take the form of technical assistance, training workshops, sharing of experiences and study tours.

VIETNAM: IMPROVING THE MANAGEMENT AND RESILIENCE OF NATURAL RESOURCES

The European Union and Agence Française de Développement (AFD) launched Water and Natural Resources Management – WARM – in 2020 to render risk areas more resilient, particularly on Vietnam’s coasts and in the Mekong Delta. The agreement was signed by Giorgio Aliberti, EU Ambassador to Vietnam, and Fabrice Richy, AFD’s Director in Vietnam.

The WARM facility aims to support the preparation and implementation of more strategic investment projects for water and natural resource management. The experience gained from these projects will feed into the dialogue with the government on the climate, environment and natural resources management.

This facility is financed with a €20 million European Union grant delegated to AFD, which will mobilize those funds in coordination with the Vietnamese authorities. The projects supported will also benefit from AFD loans and Vietnam’s own resources over the period 2021-2029, for a total estimated amount of €200 million.

Signing Of Financing Agreements: European Union And France To Support Ca Mau Province In Mitigating Climate Change Impacts

Hanoi – On 22 August 2024, the Ministry of Finance and the French Development Agency (AFD) officially signed the two financing agreements to launch the project of Coastal Erosion Prevention and Disaster Mitigation Project in Ca Mau Province. It is implemented by Ca Mau’s ODA PMU with the supports from AFD and EU, through a loan of Euros 19.17 million for the infrastructure construction and a grant of Euros 3.76 million for the technical assistance activities (Water and Natural Resources Management - WARM Facility) to strengthen the capacity of local government to manage coastal areas, implement adaptation measures in response to climate change. The provincial counterpart fund is about Euros 9 million.
